This is a great example of a problem, turned excuse, turned into slogan. Know of any of these in your organization? This is a CRITICAL problem. In effect, this client is ignoring their least expensive source to acquire their next sale. Our contact lists, ideally full of past happy customers or constituents, are our word-of-mouth power and least expensive sales people. This client is spending big money on advertising and even hired an SEO (search engine optimization) consultant to teach them SEO to find new customers!

1) Software like www.scrubbly.com can do a bunch of the cleaning, eliminating duplicates etc. It still requires a human who is not the customer to verify the changes ...
2) Use e-mail software like Constant Contact or Mail Chimp to send 3 identical messages begging for an "open", and then simply delete not just the hard bounces from the list but all the contacts that did not "open" your e-mail. It is better to have a small list that really values listening to you than a large list of contacts creating tons of clutter.
3) If you can afford it, hire an apprentice to call your list to personally verify the information and seek out a sale or referral.
